As the Peloponnesian war began Athens and Sparta already had a numerous amount of allies each. Athens had a huge and worthy Navy and Sparta had a formidable army with disiciplined trained elite warriors. Sparta's government was mainly focused on military, while Athens was focused on the Intellectual life such as art, statues,temples, and philosophy.Spartas allies included Corinth, Thebes, and Plataca. Athens allies included Melos, Delos, Lesbos, Thasos, Amphipolis, and Samos even though Athen's has a number of enemy's more than Sparta.
At the beginnning of the war Sparta tried to circle around Athens by defeating its allies and Athen controlled territories.
